Property registration required 'facilitation fee'

At the Sub-Registrar office in South Delhi, I was told the file would not move unless I paid a facilitation fee of Rs 50,000. The stamp duty and registration fee were paid officially, but the clerk insisted on cash for 'speed processing'.
